From the smoldering ashes of an old bank in Oak Valley rises something sinister. Not a glorious Phoenix, reborn to life, but murder, old and yet recent. 

Ira Wakely has come back to Oak Valley after a trip to France that almost ended his life. But though he survived he now has an enemy dogging his steps. In Oak Valley he hoped to find peace and time to sort through the few clues he has. 

However, on arriving he finds that there have been a rash of fires in town. They are sporatic, no pattern to when they are set or where will be the next target. Sergeant Goodrich can't believe one of the citizens of Oak Valley would willingly destroy part of the town. He suspects an outsider. But he and Ira are forced to rexamine this theory when a skeleton is discovered in a bakery once owned by Goodrich's mother.

This hits close to home for Ira. and when a murder attempt is made on one of his closest friends he begins to realize that the antagonist from France has followed him. Ira is running against time to find the killer before he strikes again and Ira's life goes up in smoke.
